Respawn

The respawn has been adjusted due to the following complaints.
-Gives away killer location when you can fly around.
-To long.

The following are currently active
-3 second respawn delay.
-Team observer only no free observe.
-forced respawn after 3 seconds.

This must be set each time the game mode is changed. Currently the server is set to FFA.
